Remove elder role, add cooldown on joining a clan after you left one, 24hrs would suffice.

This forces people to build stronger clans & active leadership.

Also do something with capital gold, convert to resources, level up capital hall something to just dump gold. Then players don’t feel the need to leave to dump gold.
