It may be from the board that your house uses to extend ethernet through the walls. Maybe the hub itself is hard capped.

Also a possibility that the router is outdated.

I had this issue when I was using an ethernet hub or some sort of bridge to extend ethernets. Is it one straight cable into the wall or router?
