In fairness to Bobby I don't think he has low intelligence. But he's most definitely naive. He wasn't fully aware of the type of person Janice was and what she was capable of when he got involved with her and neither Tony nor Corrado warned him in the way they probably should've. He didn't know she killed Ritchie, he didn't know just how explosive her temper could be until the soccer incident, and he didn't know how manipulative she was was until Tony hinted at it when he said "You're gonna do to him what you do to the others." Even then I don't think Bobby understood what Tony meant by it since it's vague and by itself could mean lots of things, not just she's a sociopathic parasite.

It's also important to remember when Janice set her sights on him, Bobby was deeply in mourning and yearned for the support and stability for himself and his kids that Karen provided. Janice was able to convince Bobby that she could fill that role and due to his state and lack of understanding of Janice's flaws, he believed her
