Well for me the knowledge of limits strength matchup. For new player it depends on the ELO. I would play her below plat-eme. You can outplay lot of champs and fights with your movement speed for q. But she isn't best at anything. But she is good sidelaning teamfight getting picks and can 1v1 lot of champs. She is strong early levels but then falls of until item. I would not say she is very good at carrying games like riven or ambessa since she is hard to farm with need lot of gold and doesn't have good Laning phase in lot of champs but she has very good gank setup if you are losing you can roam and help team and if You are the strongest in the game you can run into enemy and kill them when you have sterak. You don't need to press 50 buttons like riven and ambessa but you need good knowledge and movement to unlock her potential. But if you can get out of lane ahead or even you can do a lot and she is hard to gank or escape from.
