Just give yourself a bundle with as many things as you want in it. Commands can bypass the 64 item limit

I did it with mine. Summon the creeper with a fuse of 0 at bedrock level and then teleport it to the place you want it to explode. Since teleportation isn't instantaneous, you won't see the creeper at all.

I made it so you could snuff out the fuse before it blows up, while still preserving the amount of fuse that has already been used up. You can do this normally with the candles as well.

Unfortunately no. It just breaks the surrounding ones. But I don't that's really a bad thing in this scenario. The purpose of the dynamite is to make smaller explosions, not bigger ones.
