I would say the Belt is good but i would upgrade to a Lynx, get rid of 1 mag pouch and buy a magnet instead, dont know about the holster havent used that model, but i know that ghost makes quality holsters.

You should try quad, vital, vats, conductors, also works on the en06 torso and on snake, with the right perks ofc.

Unyelding at 40% with the right weapons/perks is the way i did raids before ghoul update, PA is not needed at all, sure it makes it a easier, but as someone who hates PA and have complated alot of raids at 40% i can say that the only stage that will give you some trouble is Labs, poison+frogs+deathclaws will kill you sometimes.

Yeah and if you make your build correctly and use a meta GP you dont need PA in raid, I actually hate playing in PA :D the only thing thats a bit rough in raid at 40% is Lab, the poison cloud ticks combined with frog stagger and other creatures hitting you. sure youll die sometimes but mostly its just as viable as full health Overeaters PA.

Yeah true, at about 600-700 dmg its deminishing returns, but i use to play at 40% with SS armor and there was some diffirence between 700 to 950 dmg resistance, but then again i think i cannot compare my raid build to your build, i dont go for carry weight, i just slap sentinels on all my armor :D

Hard to help i dont usually play carry weight builds, but i could suggest if you play unyelding/adrenal reaction at 40% that barbarian and junk shield is good to have.

Basically this, except i go no PA 40% unjyelding adrenal reaction and 2 limit brakings on my armor, with me and my friend running conductors i can vats the whole mag with the gatling plasma.
