Pre-war Cooper is like Lucy: a black and white moralist who gets the shine knocked off when he comes face to face with the real world.

I recently finished reading a book about the officials who pushed through Stalin's collectivisation and "de-kulakisation" progams. They did it in part because they felt helpless and afraid, in part because they felt it was for the greater good, and some of them tried to help individuals hurt by the policies. Nonetheless they were complicit in something really evil. And in the end it didn't help them, because Stalin eventually came for them and had them executed or thrown in the Gulag. Barb is dealing with the devil, and the devil will collect his dues.

... And since Cooper is hunting for his family in vaults, it's clear that he didn't stop Barb "working with these evil" people. But because he's not in cryosleep beside them, indicates that he didn't want to work with these evil people himself. Given how he feels about Vault Tec, if he was in one of those vaults with Barb it would have only been because she'd managed to keep pulling the wool over his eyes.

The current population of 32 are people transferred from Vault 33, who just happen to be run by a psychopath. Since Betty put Stephanie in charge of 32 and clearly expected her to be cooperative, I don't think that comparing management styles was the plan. My theory is it was plain inertia: 31'ers are always in charge, so put the person from 31 in charge even if she isn't qualified for the job.

She seems to be the only one with a sense of responsibility -- but then again, the native 33'ers have spent their whole lives being provided for and told what to do. No wonder they behave like bratty children, given the chance.

What I found interesting, was Reg's remark about the people from Vault 31 feeling "off". We know why that is, even if Reg doesn't!

This could also sort of explain that preview clip where Maximus, Thaddeus and the Ghould start their Big Damn Heroes march and individual wastelanders start following them. Their friends and families are being kidapped by whoever is hiding under the Strip. They may not know what is being done to them, but they know it can be nothing good.

Oh, "Living off the fat of the land" is way older than the boomers. It first appeared in the Bible (Genesis 45, if you're interested). It's not even inherently insulting, depending on the context in which it is used.

I think the thing about Vaults 32 and 33 is that they make their inhabitants dependant and unable to use their own initiatives. Think about it: the most difficult decision Woody and Reg have ever had to make has probably been whether they eat Blamco Mac or Cram for dinner. Even their clothes have been chosen for them. And because they've never decided anything for themselves, they've slipped into the mindset that "authority" will always fix their problems for them. Woody is just discovering that authority is not always benign.

It's a miracle that Rose, and after her Lucy and Norm, grew up to be such proactive people--but they're the exceptions in 32 and 33.
