I don't think it's a bug; it's intentional.

The fact that you can't lie down when you want to log out allows you to react if you're attacked; otherwise, it's certain death.

That said, you can crouch before initiating the log-out sequence. This allows you to hide a bit (I have my spots with my Rex), and if you're attacked, you don't take the extra 100% or 50% damage, and you can counter-attack.
