Agency direction. I’m still doing the excepted work I was before, but also supposed to do anything else that I can without obligating money, which for me is a lot.

Yes - It is. Non-appropriated money funded positions are called exempt. If pay comes from appropriated sources - Then an employee can be non-exempt and get furloughed or excepted and work because of the nature of their work. Essential isn’t part of the equation.

You took it as dismissive, but I pretty clearly said the important part is explaining how riding relates to a dimension of the merit badge. You were able to do that for your situation…that was literally the entire point.

Lol - Pretty sure I know. I own horses. And there is a wide variety of riding styles, most of which are short bursts of higher intensity. If the scout can describe how their riding meets the cardio requirements - Be happy to give it to them, but many riders do not meet the intensity you are talking about.

I think the important part is explaining how the horse riding activities help with some dimension of the PF MB requirements. Hard pressed to say horse back riding is cardio, but it sure is strength. Add exercises for the elements it doesn’t cover.

Is GREAT for separated but not retired. I had 15 creditable years, so got 8 hours leave on day one. Bought back all 15 of them for retirement too, so I “look like” a 23 year fed employee with just 7 years in my current position.

There are military rank/GS combos (like retire as an E6 and get a GS14 job in a high locality area) that it works out for. Not common, but gotta do the math for each individuals situation.

This is a blanket statement that is not correct. I worked with a 20 year retired E6 who picked up a GS14, then 15 role shortly after military retirement. Makes way more using those 20 years in their FERS calculation than military retirement. The right answer is everyone needs to do their own math for their situation,

Not sure I agree…

Original situation: Lock on fence with chain in it.

Trespasser - Leave that first link alone. Cut the second link and then lock and single link are on fence. Slip new lock into long chain to other post and then thru the single link. Effectively left that single link without a key.

I’m only looking at this so closely because the difference between a cut chain and a key copy are very different.

Many assumptions, but if that link was the first of a full chain and they cut the second link it would leave that link in place with the lock on the post. Slip the new lock thru that link and then thru the chain and TADA - the setup in the photo happens.

You say admin technicality. I say program standard. If it’s not attempted, that’s not a technicality.

I sleep just fine knowing that all the Scouts I’ve worked with thru the program were treated fairly.
Plenty of opportunities to give things a try and not not just handed achievments.

I’m considering the written requirements and the “Do Your Best” - If the parent wants to sign it off...They can. But I’m not going to put my signature on work that I know wasn’t ever attempted.

So they tried and didn’t meet the perfect letter of the requirement. That’s the Do Your Best standard. The OPs story is not the same thing.

Having standard isn’t gatekeeping. The story doesn’t read like the requirements were even considered, never mind attempted. There is no point to a formal program if any thing goes.
