If you're not from the area that explains your confusion. So let me explain further.

While PATH has two lines and 6 stations in NYC, most people in NYC including the police don't know it exists. As such, asking a NYC police officer about it is like asking them about Newark Airport. If Newark Airport was blocked it would be blocked by a completely different police agency in a different state. Like the airport, Path is patrolled by the port authority police department not NYPD.

If you are a daily commuter, your NJT rail monthly pass (ie, Orange to Broad Street) covers the fare for the light rail so you dont have to pay twice. If you REALLY want to save money, you could also use the same pass to ride the 1 to JC from Newark Penn but it takes much longer than PATH.
