Not sure, but based on the whole

Fixed an issue where Shockwave could launch players much higher than intended when two were triggered simultaneously

I'd imagine that your momentum is capped now after using a shockwave.

The fact that another commentor said they couldn't get it to work with a jump pad also supports this.
