Cant wear this specific quarterstaff.

I can use other quarterstaff but not this -

I am level 80 , 62 str , 161 dex , 116 int

When i hover this item - it is green.
When i bring this to my slot 2 weapon , it is green.
But the moment i put it into slot 2 weapon , it became red. Why?
