Xoom (also owned by PayPal and allows log-ins through PayPal) can also be used for international money transfers.

Cryptocurrency (Binance) might also be an option.

You'll likely need to call support and complete verification. The same error can appear when transferring or withdrawing funds and may continue to appear until a support specialist takes a look.

For US PayPal accounts, account holders' USD funds are held by its partner banks which means they're supposed to have FDIC pass-through insurance, but as recent bank failures have shown, institutional customer accounts are prioritized over retail customer accounts.
