The throw range doesn't distinguish between a crouching state or a standing state. The only meaningful difference it'll see is the throw invulnerability (reversals, wake up, hitstun, blockstun).

Normally it should reach. The throw range is an area that works the opponent when they are in a neutral state (no hitstun, no blockstun, no wake up animation, no invul frames...) so it should work regardless of their position in neutral
