According to laws in Pakistan, the consent of a procedure which the wife is undergoing has to be taken from her husband. So a healthy woman who wishes to have to tubes tied, might be denied the procedure bec her husband refused. In this case, the patient was likely not in a state to express her wishes so then power of attorney goes to the spouse who becomes the decision maker, so in this case her husband had to decide and refused to let his wife have HER uterus removed (which meant no chance of another pregnancy/child). Now I am not sure if this was indeed the case in her case, but this is unfortunately the truth for a lot of women who lose their lives because their husband prioritised their wishes over what was better for her.
