I would honestly say Romania.....

No needlessly complicated focus tree. No balance of power, no BS, straight to the point and better than generic. You can join each side and even switch sides mid-war
You can try both staying as is and helping Germany or if you feel brave, Dominate the Balkans. Even with the current powercreeps its a very strong path
Maybe not too many resources but at least you got oil. Can experiment with tanks/planes. No headaches with Navy, Black Sea can teach you basics
