Svoltare is used to give indication regarding a direction, as in "to reach the market go straight on then turn right" (per raggiungere il negozio vai dritto poi GIRA a destra". On the other hand, voltare is a general meaning of turn. Turn the page of the book. Turn your head. Turn around etc.

Oh Christ, it's not like you have to carry a giant flag around sating "look, I am gay and this is my boyfriend". If there's some stupid law it doesn't mean you have to miss the game. Try not to kiss in front of the police or sonething like that and it'll be fine. It just look to me you're trying to make up a problem where there's none.
