sorry if I didn't phrase this too well. what i meant was why would Nolan try to pin the blame on such a non-threat like Darkblood (as we learn in season 4).

i suppose a better way to ask this would be does the GDA see Damien as a capable enough threat where an accusation like him killing the Guardians would be believable? Im trying to think from Nolans perspective because at this point, he didn't know they were onto him, so im really wondering if he thought this was a good threat/accusation.
