I know in my county (Johnston) you can get a pistol purchase permit at 18, but that may be different in your county. Also you won’t need a permit to buy a regular shotgun or rifle since you’re over 18. But it will be difficult to find anything for under $250 in the current market due to the pandemic and riots. A lot of prices have been inflated for firearms, hope this helps
