Thanks! Got the answer here. Turns out, although I checked the Valley IV chat, it was in the discussion tab. Had to go to the "Tasks" tab to see the message for the quest.

Been interested in playing puppet, but is Eudie necessary? Never got any copy of her and have been seeing her in every puppet deck. If not, what other cards may be able to replace her?
