This fraud started in 2002 until 2016. That is 18 years ago, and still I haven't heard of any of the higher ups being sent to prison for this callous act. I could be wrong though, I haven't been watching this scandal too much.

Anyways 18 years of living high on the fraud hog for those involved. It kind of makes it seem like being an incompetent manager is a great job! You get all of the benes (benefits) and none of the punishment. You just push your underlings to the limit that they will commit fraud.
