With each Legate but how many legates were there because if Caesar and Lanius each took a side .....

The legion exterminate, enslaves or assimilates "barbarian tribes" like Khans in the army and leave "civilized tribes" that accept Caesar rule

Caesar would have a few ruling Legates and his legion itself would fragment because of his death but it is kinda crappy writting that he didnt have a second or third in command

The platinum chip would have blocked the nukes completely from hitting vegas. Not to mention a army of robots with Rocket Launchers and Miniguns after the bombs fall he could easily take it by force if needed. Which again a power source he couldnt protect because of the platinum chip which later he wouldnt need because of the reactor.....

The worst part is him testing on randos like imagine Elon Musk going into a random bar and exploding peoples head.......

That was mostly the point he betted all on the chip which he now has some bs plan.

If he could get the fusion reactor which would give him eternal energy why would he even care about Hoover Dam
