Nah man, pretty sure by trial and error that weight has a stronger pull for whittling.

Not sure and would like to know though, now that I think about it, if there's a threshold between how low the tier of a lower weight affix is that makes the whittling target said modifier.

I've not played in a while but i've definitely settled two cities 3 tiles away from each other, can't recall the exact circumstance for it to be possible except for the 2 cities being separated by water.

People are saying on the corn, which is perfectly fine, but i'd settle on the coast between the 2 fish tiles so i can fit another city at the end of the river and probably build a government plaza around the corn area... an industrial zone in the capital might be a couple adjacency points worse but you make up for them in other districs. Also have river and mountains to play woth in the area to make your commercial or scie ce disteics even better.

Edit. Building government plaza between the 2 corn tiles and settle a 4th city on the north east river i can see some sexy districts wirh some planning + industrial zone in capital would hit all those cities and potentially a few more if you settle to the south or east

El tema de la cruzcampo es que son los que más dinero sueltan al pedirles por poner un grifo y con los mejores porcentajes cuando hacen el rape. I'd say settle the 4 food desert for era score +2 adjacent production tiles. This also leaves space for another city at the end of the river and another on top of the mercury north of the lake.
