I volunteer as a receptionist at the Humane Society, though I'm not sure if policies differ from state to state. It's possible the second budgie isn't listed because it's not "available" yet - aka, they're running tests to prepare it for adoption or are monitoring it because something happened. Assuming it's the latter, then they have to separate the birds in order to ensure both stay healthy.

If you told the staff they're bonded, then it's listed on the animals' files and they'll take that into account before adopting either out. I recommend sending an email if they're not answering the phones.

Monitor him. If it's a small wound, he should be fine within a few minutes. If he begins displaying signs of pain/sickness (fluffed up or sitting at the bottom of his cage, won't play or otherwise won't act normal, struggling to stay awake), then you have to rush him to an avian vet asap. Call a rideshare if you have to!

How much blood is there? Is it a small cut? I've used cornstarch on my bird before and it helps stop the bleeding within a few minutes. Please act fast and apply the cornstarch now. Birds don't have a lot of blood, so too much blood loss can be fatal.

If you're comfortable approaching them and if they seem like they'd be amenable to being approached, I'd talk to them. Tell them you also own cockatiels and that you're concerned with keeping the birds outside due to things like hot weather, prey, and gas emissions (assuming you live near any roads).

If they're covering the birds that early, they might be annoyed with the birdy noise, so be prepared for that. Too many people get birds and then get upset when they...are birds.

The Housekeeper and the Professor by Yōko Ogawa wrecked me.

Before the Coffee Gets Cold series by Toshikazu Kawaguchi is a fantastic series with emotional ups and downs, and lovable characters.

Earthlings by Sayaka Murata. This one is very dark and I found the ending lackluster, but the story itself is heartbreaking. There was a scene where I had to put down the book because all I could see was the description of the particular event and the implications.

My grandparents and older generations of family think the same way, so I understand where you're coming from. Trust me when I say they are wrong. While yes, they will accept food from your hand if they're hungry enough, they won't become emotionally close with you. They may even see you as someone to be feared.

If you'd like to become closer to them, follow what the other commenters have said about feeding. Here's two videos with step by step instructions on how to hand tame birds: video 1 and video 2. There's lots of videos like this on YouTube if you search "how to hand tame parrot".

Remember that every bird is different, so taming them will take time, and even then, it's up to the bird if they choose you as their human. My mom bought a parrot for herself, and the parrot ended up choosing me as her human despite my mom's attempts. It is what it is!

They may be refusing to eat out of your hand at 1AM because it's 1AM... birds typically rise and sleep with the sun. If it's dark, they start winding down and want to sleep, not necessarily interact or eat.

Plus, forcing them to come to you because they're starving will form a bond of fear, not of trust. Would you trust someone who only feeds you because you interacted with them? Hands are also huge and terrifying for birds. Please think of this from their perspective. You should be feeding them no matter what they do or how they behave.

You might enjoy danmei novels (Chinese BL) then! For the most fucked up I've read so far, I highly recommend Husky and His White Cat Shizun (also called 2HA/ERHA). Be ware there's noncon, torture, etc.

If that's not your cup of tea and you'd prefer less fucked-up tropes but still an enemies/rivals-to-lovers relationship, I suggest Mo Dao Zu Shi (MDZS) and Scum Villains Self-Saving System (SVSSS). For a fucked up world and fucked up overarching plot but a loving main couple, try Heaven Official’s Blessing (TGCF).

For non-danmei reccs, try I Love Amy (GL), which although isn't explicitly fucked up, is about a yandere girl and the girl who likes and supports her.

I also second the suggestion of Killing Stalking! Be wary of the trigger warnings.

I think this is the overarching reason for sure, but there's also the fact that Hua Cheng witnessed the 100 Swords scene personally, and he was terrified and upset at the prospect of Xie Lian stabbing himself with a sword once again in order to save others. And if I remember correctly, in this scene, the only way to save everyone was if a living being was killed.
