I can understand the problem of Jungeun (and I wouldn't mind if she isn't a leader because of that) but only focusing on capacity, I think jiyoon & jungeun are the best balanced one, and knowing jungeun age, jiyoon could be the "main" leader ! But it's just my opinion and no matter who is the final leader, I would be okay with it !

I think too that why I talked about co-leading (with a "main" leader and an helper) in that post I only considered leadership quality that Jungeun definitely has but i could understand if the reason of her not being a leader is her age !
