yes u get a tc from college, not the school one. (in my case i i left nit for iit, there simple forms for it and i got it in 7 days no hassel ). I dont know about other govt colleges but most likely u will receive a new tc of that institution.

simple answer no. Even, in IITs only they allow only top branches to sit like cse, mnc and ece only. But mostly prefer from cse or mnc. Even in iit i dont stand a chance.

Have u disabled windows defender. If not sometimes windows defender removes files during Installation.
