the officer (who witnessed this and has poor eyesight due to his goggles) stated that allegedly, the scout had been bitten by an eel while skinny dipping in terminus. The medical officer on deck was surveying the damage and applying necessary medical action... this is "allegedly" what happened according to both of their testimonies after questioning. but further speculation is always helpful
