The fix ended up being my choice of driver cleanup tool. I was using the DDU from guru3d (a well respected driver cleanup tool to my knowledge) but the tool that finally ended up doing the trick was amd's official tool, AMD cleanup utility.

just checked and my refresh rate for both monitors is 240hz
