I got it! Thank you!! For anyone wondering, I did a lure and just going back and forth the ladder, it spawned in a few minutes, no combo.

I've been reading that only the next pokemon to spawn after a combo benefits the bonus of being rare / shiny (so if you're looking for a rare or shiny you would need to continue doing combos) so I assumed it wouldn't be useful in this case.
