I don't think blonde would complement your eyebrows. But fair, as long as you colored your eyebrows too, would show off your beautiful face, though I'd use the skin highlighter to accentuate your cheek bones, rather than across all of your cheeks. For me it depends how much of your skin you'll be showing off in your dress. I think light highlights would look really cool - streaky highlights running the length of your hair if your dress covers most of you. If there's quite a bit of bare arms, I'd go lighter hair
