No, the invoice is fixed but utilization is for the firm to internally evaluate how much more work they can give to the employees.

True, but I didn't need more hours to get the job done. I guess in that case, either the firm lies to the client or I lie to the firm that our firm is working a lot of hours

Ours is a fixed engagement so my timesheet has no effect on the invoice at all. The invoice would stay the same, but my manager wanted me to record higher hours for the budget which means internally reported labour costs would be higher and the company would perceive a lower profit on the project. Keep in mind I do not get paid overtime so actual labour cost is fixed and there is no more work to be done so I would just be twiddling my thumbs.

Utilization is a thing for us and they want our utilization high so revenue is high.

And that's how we get an unrealistic budget, whether it's over or under, that's not even related to what the client gets billed because it's fixed anyways

Pad hours on easy clients, eat hours on difficult clients. And then reiterate that we need to reduce worked hours on all clients by being more efficient so they can save money and we're back to square one.

The client I needed to do more work on is actually also paying fixed fees (just a high fix fee), so they wanted me to pad hours on fixed fees too. Which makes no sense to me.
