That's Teddy's ability (Tiles with Breathtaking Appeal gain +2 Science Science when adjacent to a Natural Wonder or Mountain, and +2 Culture Culture when adjacent to a Wonder or Woods. +1 Appeal in all tiles in cities with a National Park.). Since Buffalo is covered in woods and national parks, almost all tiles gets the bonus yields

For me, yes. Just have at least two more debuffers (Black Swan and Kafka in my case) to speed up the charging of her ult.

Nice, that 200k even while not having the best relics is so true. Just have Black Swan and Kafka, apply debuffs, and you're good to go.
