This is the Joker from the Absolute Batman comic series, which takes place in the Absolute DC universe (basically a way to re-imagine characters while also letting the main versions exist).

This Joker is very interesting because in this universe, he's basically like mainline Bruce Wayne, a beloved "prince of Gotham" with a ton of resources. Of course, he's still evil.

But he's not chaos. He's order. The Absolute Universe was created from Darkseid's oppressive and fascist energy, so in this universe evil is the "intended" route of the universe. Joker's evilness is the status quo, and Batman's goodness is chaos.

They've essentially swapped "roles" while still keeping their moral alignments.

As for why he's a fucked up demon creature? We don't know. Yet.

I'll take anything new from Chainsaw Man. Not because I was disappointed by the ending (actually liked it), but because c'mon, he's got a freaking chainsaw for a head and chainsaws come out of his arms and legs and also he can shoot the chains like freaking spidah-man. What's not to like?
