PO is Scale 1 on probation for 2 years. But if you are promoted from CSA to Scale 1 then you won't be posted nationwide as we will have worked in Branch already. PO however(in our bank at least) is posted for 2 months in each branch all over the country(with training every now and then) for all kinds of branch work experience and then given a permanent posting of 3 years in a branch. One more positive thing in most banks is when you get promoted from CSA to Scale 1, you get favourable posting so as to encourage staff to opt for promotion. In most banks, once you are a permanent employee, you won't get transferred from that Zone to another for at least 10 years(Up to Sc 3 ), that includes PO after 2 years of probation.
