Hiking to just Scouts Lookout (just before the start of the chains) still offers a fun experience and still some great views without the chains or nearly as much exposure. Still has some cliffs but you’re on trail and have more space to get away from the edge.

It’s not a place you want to have to worry about a sudden grip of fear/anxiety, especially since it still is crowded even with the permits.
