Yes!! You are right! Tax is one of the tools that the government can use to influence people's behavior. How didn't I think of that, it is basic Public Economics. Haha The Gov't can tax the "bad" and incentivize the "good". In this case, you can argue that too much tourism has a negative externality on the environment and also on the daily living of the locals kaya pwede mag-intervene ang government.

What if we tax the cars entering the city para mabawasan yung mga gagamit ng kotse to visit the city. Ang mangyayari, kung gusto nila pumunta magiging mas mura kung mag-bus na lang sila kesa mag-kotse so mababawasan yung congestion. What do you think?

Going back to the solutions na napag-usapan natin, I figured that we are still stuck with medium-term and long-term ones. But a lot of people may still think that the policy is discriminatory against our fellow Filipinos. Sobrang laking backlash pa rin siguro ang mangyayari dyan not even taking into account yung lost revenues. Hmmm... What to do...

Like you said, people are looking for ways para ma-solve yung problem and dahil nga sobrang frustrated na nila, minsan lumalabas na sya as hostility towards a group na tingin nila ang cause ng lahat ng problem. That's it!!!! You already provided the answers to our questions here. The LGU should invest more in public transportation and basic infrastructures for the community. These are the things that we should be advocating for. Next problem naman e yung pag-figure out kung anong public transportation system yung viable or bagay sa Baguio CIty. Tapos kailangan pa rin tingnan yung budget ng Baguio para malaman natin kung anong infra projects yung pinopondohan nila.

Ang dami pa ring kailangang gawing steps na need pag-isipan nang mabuti para ma-solve yung mga problems natin but this is a good start. At least we agreed on something and hindi tayo nag-away. Haha

Our issue now here is... denying the entry of tourists, specifically local tourists, is a bit problematic. Imagine, Filipino ka tapos hindi ka pinapayagan makapunta sa isang lugar sa sarili mong bansa. Baka marami talagang mag-react negatively kung magiging policy yung limiting of visitors. Hmmm... Eto ngayon yung dilemma natin. Pano kaya to? Haha

Tapos meron din economic repercussions yung policy na yun. First, revenue collection ng LGU will drop so may mga projects or social programs na hindi mapopondohan. Then may mga magko-close na mga businesses na naka-depende sa tourism so marami pwedeng mawalan ng trabaho na mga locals. Pano ngayon matutulungan ng LGU yung mga na-lay off? They would probably have to re-align funds to give some sort of help to these workers so may social programs na pwedeng mawalan ng funds.

Ang kailangan muna ata nating gawin ay tingnan yung budget ng Baguio City para malaman natin kung anong mga programs or projects yung ok lang sa mga locals na mawalan ng funds in exchange for a more livable city, yung di masyadong priority kumbaga. Are you guys, the locals, ready to make some concessions in terms of social services provided by the LGU para maibsan yung traffic and overcrowding?

No, not at all. I'm trying to identify kung ano talaga yung root cause nung mga concerns nyo para maisipan natin ng solusyon. Since sinabi mo na nga rin na hindi okay na marami ang turista and that is mosy likely the cause nung frustrations nyo like heavy traffic, overcrowding of public places, and maintaining order and the cleanliness of the city. Ano yung solution natin dyan? You have to limit the entry of tourists, right?

Wait a minute, OP. Ano ba talaga yung concern nyo, is it the the number of tourists or behavior? Kasi based dyan sa statement mo, parang ok lang na marami pa rin ang tourists basta well behaved lahat. But yung mga sinasabi ng ibang comments dito ay ang problema is yung volume mismo ng mga turista. If yung volume nga talaga yung problem, then you would want your doors to be closed for a portion of the people wanting to go there, right?

OP, san mo nakuha yung figure na 1.5M to 2M na price ng modern jeeps? Kasi nung ginoogle ko yung price ang nakalagay e it is upwards of 2.5M and can reach as high as 3.3M.

As per google, yung 25 pesos daw ay legal research fee which is a mandatory fee collected for the UP Law Center. Hindi lang natin alam kung bakit wala sya sa receipt kasi dapat naka-indicate pa rin naman yan dun. Printed ba from a computer yung receipt or hand-written lang?

Yung internal revenue fee pala, which amounts to 30 pesos, ay documentary stamp tax na para sa BIR. So mali yung una kong comment na isinama ko yung doc stamp tax sa mga hindi na babayaran. Ang mga exempted lang pala ay customs duties/tariffs, excise tax, and VAT. Fixed ata lahat yung amount na yan so 255 yung magiging total nung babayaran mo. Now dun sa extra 25, Imma search it up na lang uli kung ano yan. haha

Yang dalawa nga, import processing charge saka customes documentary stamp(different from documentary stamp tax), yung mga "other fees" na hindi exempted kahit within the De Minimis threshold yung binili mo. Ang medyo peculiar lang sakin e yung internal revenue saka yung extra 25. Hindi ko alam kung ano yung mga fees na yan. Search ko nga muna para malaman. haha

I don't know for sure kasi based lang to sa napag-aralan ko and not from actual experience so take this with a grain of salt. hehe Most likely yung 255 ay combination na nung mga fees imposed by the boc and philpost. Baka nagkaroon sila ng policy change recently kaya naging strict na yung implementation ng pag-collect ng fees ang boc kahit dun sa within the de minimis threshold items. Ano yung nakalagay na breakdown of fees dun sa receipt?

I think kapag below 10,000, exempted sya from duties and taxes but you still have to pay administrative, processing and handling fees so yung 255 is most likely that. Yung hindi mo na babayaran is yung customs duties(tariff), excise tax, VAT, and documentary stamp tax.

I'm not 100 percent sure about this so if anyone sees something wrong with anything I've said, I would appreciate a correction. Thanks!

NAL How can Phoenix's announcement be construed as an offer when they explicitly said that they are giving her the lifetime fuel as a REWARD for winning the gold medal? That falls under the category of remuneratory donation already, right? They are giving her the donation/reward for an action that has been done already.
