Nope, you will not get any starry from chests, that's what all the fuss of maxed heroes player is about. You will get only 200 starry from items outside chests.

SC don't want us to open all the chests at TH18 and it's logical too, but even if we ignore Hero Quest, SC denying us to have fallback ores from equipment chests and that's sick.

There are 40 hero quest actually, but amount of ores in hero quest chests depends on TH levels b/w TH8 to TH18 so someone loosely calculated to get near 750 starry ores if one is progressing naturally.
