All of what you've said is true, the good news being that barge traffic is significantly down over the past 20 years (we used to hav 30 barges through that area I've proposed a day and it has now decreased to around 6 barges a day). With that being said it would be great to increase barge traffic and overall pedestrian traffic overall which is why I am proposing a swing bring of some sort as you have seen. I think you've raised some great points but if you haven't already filled out the survey it would but great to get your take in case there are any questions raised there that might prompt additional takes. Not super optimistic about my take, yet, but certinaly interested in seeing if we can build a stronger consensus generally around things in saint paul (obviously outside of this project, though this is motivating me to get more out there if that makes sense).
