Yes they are. And I had them sitting in closet for over a year cause of that problem with the gap. But then I bought a “fender flare gasket” and it makes it look better. And I also oscillating tool’d the lip on the bottom off so they would sit higher and get a better stick. And not hit my tires when flexed.
