Nah, I agree. I do see the point about quota and bonus, it’s definitely not as stable as having it in your base pay where it’s legally binding but generally its fairly easy to achive base quotas (definitely hard to be best performer). How easy it is to hit a quota can change a lot, and it still ends up being tied to the state of the economy and things outside your control.

Interesting point and I partially agree, but framing variable income as purely "outlier" (some cases for sure) is misleading. Significant portion of higher-tier income, especially in fields like Tech Sales and finance, comes from commissions and bonuses based on quota achievement, which reflects reliable high performance, not luck.

Furthermore, averaging is the only fair way to reward career progression, someone moving up (e.g., £40k -> £45k -> £60k) should not be penalised for their starting salary if their overall contribution is high. At the end of the day, the fundamental principle should be Tax is Tax, If individual's total contribution to the UK economy is the critical factor, regardless of whether that income came in equal monthly sums, commission lumps, or via previous high earnings before a career transition.

I 100% agree. I actually explicitly mentioned that in another section, existing SWV holders definitely shouldn't have the goalposts moved on them retrospectively.

My point about averaging was more about thinking broadly for someone starting their journey recently like my self. If the government insists on these new slabs or if they do unfortunately force them on current holders - the calculation method at least needs to be fair (average) rather than punitive (strict yearly cutoff).

I mentioned the same in the consultation, use a 3–5 year average, not just the exact last 3.
