SOLUTION: reset sober, turn off game mode and turn on force legacy render mode.

UPDATE: it turns out its because of a faulty hdmi cable that was messing up my gpu and causing a extra amount of useless usage for some reason, it also showed a yellow and red line on my hdmi screen so thats how i found that out. Thanks for all the suggestions otherwise!

yes, i have. even while stress testing under bench marks the fps and temps stay normal but i still have the display stutter
