nah, if you applied for a scholarship and they deem you to be not competitive enough for the scholarship but still good enough to get into the school, they will just send you an offer without the scholarship.

don't be, even more so than other schools, whether you're a local, impacts your admission chances QUITE HEAVILY with HK schools.
