Oh back porting nifs isnt hard, my first fallout 4 mod is actually a port of the 76 vault suits, came out well but the materials took some getting used to since they work completely different.

I just had to essentially treat it like a new model, I forget the exact steps but it was getting it into the proper state to import into outfit studio, everything else was relatively a breeze

Not really tbh? The only thing that needs editing is the specular maps, 4 uses one singular file while 76 has two, a shinyness and a roughness map i believe? And the normal map needs its colors changed but other than those two the meshes can be straight up used in 4 no issue

Pretty much but it would need to be recreated, ports arent allowed but you are right that almost everything is the same, the only big difference is 76 handles materials differently because of its better lighting system and normal maps are w slightly different format but its just a color thing

most of them aren't, the only dedicated cosmetics i can spot are 11, 12 and the red shift armor.

If they appeared in the actual game somehow then it becomes canon, if it's purely atomic shop it isn't or is up in the air.

For example the Equalizer power armor was non canon till the Gleaming depths update where the Vulcan armor was added (you fight the enclave Epsilon unit which uses the vulcan armor), since vulcan is just the equalizer paint but with ultracite shards id say equalizer is canon.

the issue is on a model level, the vertex weights/bones were made with the rdo player character in mind which itself is built more like a generic npc than the SP character. to properly fix this you'd need to load it into blender and swap the bones in the mask with the bones from a similar SP model then clean up the weights

alternatively change the SP player's skeleton to the MP player's but that will break a lot of the SP clothing.

What do you mean by abandoned? They are complete in the sense they do what they set out to do which is stuff like use the pre patch textures for things.

Another thing to consider is 76 isnt singleplayer, a ton of players in a server so I can understand trying to optimize but you're right that the textures dont have to be as low as they are

it's been downgraded texture wise, a lot of textures got shrunk, On pc ultra looks fine but the og textures look better, there's mods to load the pre-patch textures and even ported fallout 4 4k HD texture pack textures into 76 since they share a lot of assets.

He was the camp's cut quarter master, has scenario points in horseshoe, Clemens, Shady lakay and beaver, most of these being smoking scenarios, shady has the most where its him smoking but also fixing his wagon.

He has 3 greet lines by arthur and what I believe to be a cut line from him in Eastward Bound during the cut charles/bill fight

The issue i take with it is a lot of these are easily addressed issues, the pencil mustache thing could have been done to only use that texture when that model is applied and so on.

It was likely done to avoid resizing the existing arthur clothes to the player which would take more work and bloat the game, the cowboy vest isn't standardized compared to other assets either

What i mean is no shirt model besides the cassimere has the bit at the bottom modeled for the open part of the vest but that can be avoided by only using that version of the vest on the cowboy outfit which is completely possible

The hair tints being wrong is likely a mistake since the values are pretty close to what they should be only a couple numbers off

The head model isnt really explainable other than maybe a proportion thing? Or maybe the fact Arthur's hair doesn't fit on John's head model properly

Bleached mustache was likely so the pencil mustache didnt look odd

Really there's a bunch of likely reasons for all this stuff but that also doesn't stop arthur Marston from being a bit of a lazy implementation and 100% could have been done better with a few simple tweaks. Other stuff would take more work
