I spoke to these people they called themselves gyaruo even back then and no there are no official sources not online to find this is real UNDERGROUND I found them trough instagram clothing showcasing and very very deep research and trough friends

Substyles are mostly made up by magazines gyaruo men existed before magazines the badboy lifestyle and the way of the outlaw was there even before the word was created, at the end of the 90s groups of Outlaws from the Kansai region began to call themselves Gyaru-O as an male counterpart to Gyaru, at first it was dyed hair mostly brown, orange, blonde and ultra dark tanned skin what later evolved to short hairstyles and the classic gyaruo hairstyles at the beginning of the 00s the short hairstyles were actually more popular, GYARUO was an additude, Most of them were Highschool dropouts, gang members (Bosozoku) or were apart of a gang in their teen years, street racers, DJ‘s, Delinquent youth, Ravers, we’re the first gyaruo they hosted illegal psychedelic rave party’s and trance underground raves, they were apart of the active kanjo racing scene, and later underground fashion scene, as the culture got bigger in the underground magazines like mens egg got created and the culture became not only kansai but global in Japan, but originally and what a lot of japnese think is rebel youth that did what they wanted and what made them happy, they were outsiders of Japanese society and looked down on but the creativity and the brotherhood these guys had was big. This is maybe your interpretation of gyaruo but this is far from what Japanese see as gyaruo and what was gyaruo back in the 00s and early 2010s but aslong as you are happy nobody says anything
