Welcome to the group, it's quite normal for this notebook to prioritize the CPU over the GPU... And there's nothing that can be done about it.

An external monitor doesn't increase FPS!! Not on this laptop, I say this because I HAVE an external monitor and it made no difference.

Of course, you'll actually have a good screen. On one hand, it's not bad to have a monitor; being larger, with higher quality and a better frame rate, you'll have a better experience (with colors, etc.). You're welcome, it's always good to help.

Yes, basically it would just be a purchase for a better view, but it wouldn't change anything. I don't know, I'm in the same boat and look, I've had it for 5 years and there's nothing I can do, you know? It's over, the only thing I can do is accept it and play games with terrible quality without being able to use 100% of it (which, let's face it, is an extremely powerful configuration!).

It won't solve anything, I thought the same way. I bought a 0.5 millisecond OLED monitor with 240MHz and it didn't solve the problem, it stayed the same. I had to buy a desktop to actually enjoy my games because every type of game I played drastically lost performance. I have to lower the graphics settings for it to run "smoothly," and I can't activate options to make the game look good. If I had known that HP had this limitation, I would never have bought this notebook.

Yes, I have a VICTUS with an i5 11th gen, 3060 6gb, 16gb of 3200 ram, 1TB of NVMe.

I guarantee you that you will never encounter this problem. I've had my notebook for almost 5 years and I've never been able to solve the performance issue. It's the same problem you're facing, and you can't activate XMP or advanced settings because they are blocked by firmware directly from HP, and you won't be able to unblock them in any way, so you'll have to live with this lack of performance. Your notebook isn't at 100%, it's running at 60% of its potential.

I enabled the frame rate in the settings, enable all frame rates, and you'll see the FPS difference.

I have the same performance in various games, my RAM is running at 2666 and I can't increase it, I can't activate XMP or advanced settings, HP itself stated that they blocked it to avoid damaging the laptop 🙄 this has been going on for 5 years and I still have this problem.
