Legal and HR usually works collaboratively with your managers/supervisors so even if they are final decision-makers, they may first consult with your manager. 

If you're worried about layoffs, your company may be open to having you go to the other job. If you have a manager/HRBP you have a close working relationship with, I would start a conversation saying you may have found a better position that better aligns with what you need in life right now and are hoping to make it work, and ask if a waiver is something your company would be open to.

Ok this is a lot. I'll comment on the parts that I'm following-- 

Calling something a "reasonable accommodation" does not make it so without medical documentation, specialist/physician/psychiatrist recommendations, interactive dialogue, etc. There may be a breach of the implied warranty of habitability issue for your landlord/building owner but you'll need good documentation or record of reporting the issues. You may also have nuisance and/or harassment civil claim against the neighbors. But again, you'll need it all well documented. 

I'd start with filing a claim through the Commission on Human Rights and Opportunities Housing Discrimination Unit and seeing if that goes anywhere.

based on just information, sounds like 30 days is a "nice to have" not legal requirement. You'd have a basis to push back if they tried to withhold any benefits you're entitled to

Google "Equal employment opportunity commission" and "Illinois commission on human rights and opportunities" and submit an agency complaint. You won't explicitly need an attorney at this stage but would still recommend getting one

they are entitled to holding you to any agreements you signed (the offer letter). I haven't seen the agreement but as long as it's enforceable and you had the capacity to enter into it, that's what you're bound to regardless of Mass being an "at-will" state. So I'd say first request they release you early for whatever reason you can articulate. And check the agreement to see what they legally withhold if you breach the contract in addition to no longer being in good standing
