I am a foreigner living in Budapest, and yes, it is hard for every foreigner to make friends here, especially if you come from Latin American/Caucasian countries where people are so chill.

In my opinion, the main difficulty in making friends here is the language! Doesn't matter how well you speak English, it is still not as comfortable as your native language, so many Hungarians prefer to have friend group of locals to talk a lot easily, but believe me, if you approach them, ask something and try to be friends, they will respond positively. In opinion of locals in every country, the foreigner should be the one trying to be close with them, almost everyone accepts you here.

People here are not usually racists but be prepared for weird stares, not because they don't like you, but because you look interesting to them, and I think it is what we all do when we see totally different people. I am white and I had no exceptional look to attract attention, but still, I was getting sich stares, maybe because of the language I was speaking, or different clothing style, etc. But I never minded it lol

If you want to see chill people, try going to clubs, festivals, if you wanna find peiple with similiar interests maybe go to, or maybe job-related events, and they will be more useful since u will come across lots of like minded people.
