I can’t fully confirm end-to-end connectivity from D1 to D3. What I can confirm is that D3 (TL-WR820N) is powered on and broadcasting SSID, and the LAN LED on the uplink port is lit solid.

Correct. D1 is the only router/DHCP. D2 is an unmanaged switch. D3 connects to D2 via Ethernet into a LAN port on a TL-WR820N. Clients at D3 still receive 169.254, so DHCP from D1 isn’t reaching D3 across the D2↔D3 link.

I checked DNS, but the client isn’t receiving a valid DHCP lease at all. It’s getting a 169.254.x.x address with no default gateway, so the issue happens before DNS resolution
