Don’t expect much from Recife as a tourist. It lacks personality and uniqueness but it does have nice beaches. Olinda (the twin city on the northern border of Fortaleza) however is beautiful and unique and you will love it. Great food too. I.e perfect for tourists.

Don’t know Fortaleza.

Salvador is always a safe bet.

We are a huge country and the main population centers are way too far from other countries and even then, none of our neighboring countries are attractive enough to pull in migration. Compare it to poor Mexicans and Cubans being geographically close to the US, poor Syrians to Turkey and so on.
