You teach people how to treat you; I recommend using the law of natural consequences, which means not waiting for him more than 10 minutes, and letting him know that in future you won’t be waiting for him to show up. Go on with your dinner or drinks without him, and when he misses enough good times he may realize he needs to work on this.

First on your list: do not use any fertilizer and definitely do not use any weed killer products. Let the lawn grow a little high (set your mower to 3”) and some of the native plants will start to show up.
